The following was done on Snes9X v.151 for Windows and the version of the ROM used was Donkey Kong Country 3 - Dixie Kong's Double Trouble (U) [f2].smc.

1. At the very first portion where Dixie uses her helicopter spin, land to the very left of the Ellie barrel (it's difficult; I recommend using savestates).
2. Hop over the Ellie barrel and grab Parry.
3. Throw Kiddy Kong off the cliff and make sure he doesn't come back.
4. Hop in the Ellie barrel. Parry should be facing the opposite way, and if so, continue through the level.

If done correctly, Parry will completely disappear when Ellie is scared by the Sneeks and Ellie will run backwards!

Even after doing the unthinkable attrocities on your list, I couldn't get this glitch to occur. I couldn't get Parry to disappear, or Ellie to run backwards. Parry turns back and forth repeatedly while the Ellie morph is taking place... but is Parry supposed to face backwards while you run to the right, just after breaking out of the Ellie barrel, but before jumping into the autofire barrel? ...because that's certainly not happening.

I can't open the savestate you posted due to a snes9x version mismatch and a ROM version mismatch. The ROM you are using (with the [f2] in the file name) has been 'fixed' for emulator use... Quite ironic, if this is the reason for the bug you mentioned. I am using the (U)[!] version, which is a 100% 'verified' copy/dump. Have you chosen to use this 'fixed' [f2] ROM for a specific reason?

I have no clue why I chose the [f2] ROM...since I have a copy of every single DKC3, one was chosen and I went through the game with that.

In all honesty, I'm about 80% sure that the glitch was preformed the posted way. I clearly remember doing everything up to Kiddy Kong and tried my best to recall/remember everything I did past that...I'll try to get it to work.

If that doesn't work, I'll post a video of Ellie running backwards, then, since I can view/use the savestate.

Err... I re-read my above post, and I had mixed up the details - I am using the [!] version, not the [f2] version. That was probably very confusing.

It's definitely more challenging. I can usually beat Stampede Sprint on my first try, but it took me roughly twenty tries to get Ellie to run that long.

Has anyone other than Cody actually got this glitch to work yet? Do you need the [f2] ROM?
