Linking to a page to get somebody to something that doesn't involve ROM downloads doesn't count, even if there's a ROM link off elsewhere on the site. As long as the link is not on the same page and you're not trying to lead people into downloading it, that's OK. But linking there trying to get people to "look at" and download it, if it's a full ROM file , that does count as against the rules.

Someone burying a link to a ROM download into a YouTube description that goes to a download site — and the Atlas user posting that video link here — DOES count as a violation of the forum rules.
